Buying Equipment for a Cement Plant: A 7-Step Procurement Checklist

I run purchasing for a mid-size industrial services company—about 400 employees across three locations. I manage 60–80 orders a year, covering everything from wear parts to plant equipment, and I report to both operations and finance. When I took over purchasing in 2020, I made a few expensive mistakes. This checklist is for anyone who has to buy equipment for a cement plant or concrete operation and wants to avoid those same errors.

This is a seven-step checklist. It won't tell you which brand is "best" in every category, because there isn't one. It will tell you what to ask before you commit money.

1. Define the operating context before comparing specs

Most buyers start with the machine itself. They compare horsepower, capacity, dimensions, and price. Those are important. But they're useless if the equipment doesn't fit your physical site, power supply, and operating schedule.

What I mean is: a blending silo in cement plant operations can be specified with the same storage volume by two different suppliers, but one may assume a different aeration blower, dust collection system, or discharge configuration. You're not buying a silo. You're buying a working homogenization system.

So before you request quotes, write down the context:

  • What raw material is being handled, and what variability in particle size or moisture do you expect?
  • What is the available power supply and control system?
  • What are the environmental and permitting constraints?
  • Who will install it, and who will operate it?

Even after we ordered a blending silo aeration package, I kept second-guessing the compressor sizing. What if the fluidizing pads needed more air than the spec sheet said? Two weeks of stress until the vendor confirmed the calculation. Now I ask for sizing assumptions in writing before ordering.

The question everyone asks is "What's the lead time?" The question they should ask is "What does commissioning require, and who is responsible if it takes longer?"

Checkpoint: Can the vendor explain exactly how this equipment will work in your specific plant conditions, with calculations to back it up?

2. Compare vendors on identical questions

When we evaluate concrete plant manufacturers, I send the same checklist to each one. Not open-ended requests, but defined items: concrete capacity, mixer type, silo options, cement screw size, control software, delivery, installation, training, and warranty. If one supplier offers a cement grouting machine or a custom conveyor configuration, I ask them to confirm specs in writing.

Here's the thing: you can't compare apples to oranges if one quote includes full commissioning and the other doesn't. We once received a quote from a concrete plant manufacturer that was 18% lower than the nearest competitor. It didn't include erecting the plant or calibrating the batching controls. The "lower" quote would have been higher by the time we paid a third-party crew.

Also, don't assume "standard" means the same thing to every vendor. In my first year, I made the classic specification error: accepted "includes dust collection" as if that covers the difference between a simple bin vent filter and a full baghouse. It cost us a change order later.

Checkpoint: Are all quotes built from the same scope, line by line?

3. Ask about installation and commissioning scope

For any large item—a blending silo, a steam turbine generator, a cement grouting machine—installation is where projects go sideways. Ask upfront:

  • What's included in the quoted price: freight, rigging, foundations, piping, electrical, controls?
  • What's excluded? State it in the contract.
  • Who provides lifting equipment and site access?
  • How many days of commissioning support are included? What is the rate for extra days?

One of our later projects involved evaluating a small steam turbine generator for cogeneration. We didn't end up buying it—the plant's boiler output couldn't support the turbine's minimum steam flow reliably during summer. But the exercise taught me to ask for operating envelope data, not just nameplate capacity. If a vendor says "suitable for typical cement plant waste heat," ask to see a performance curve with your exact inlet conditions.

Oh, and don't forget site access. That's the one that gets overlooked until the crane arrives and the road is too narrow.

Checkpoint: Does the quoted price include every step between delivery and the machine actually running?

4. Put a load test and inspection protocol in the contract for used generators

Used generators for sale is one of the riskiest categories in procurement. I'm not saying every used generator is a bad buy—we've bought two, and one was a good value. The other taught me a lesson.

The first used generator looked clean. The seller said it was "recently overhauled." Did I believe them? Not entirely, but I didn't push hard enough. The purchase order only said "used 500 kW generator, sold as-is." There was no load bank test requirement. When it arrived, the alternator insulation read low, and the cooling fan had cracks that weren't visible in the photos.

Now I put a load test protocol into every used generator purchase:

  • Full load bank test at the seller's facility, with a report you can review before shipment.
  • Certified inspection of alternator, governor, coolant, oil, and control panel.
  • Warranty on major components—engine, alternator, controls—for a defined number of hours or months.
  • Right to reject the machine if it doesn't meet the stated performance.

Checkpoint: If your "used" generator hasn't been load tested, can the seller explain why not?

5. Check spare parts and service lead times before you sign

We didn't have a formal spare parts availability process when I started. It cost us. The third time we were waiting on a wear part for a grouting pump, I finally created a checklist.

Ask every vendor:

  • Where are spare parts stocked, and what is the typical shipping time to your site?
  • What are the critical wear items for this machine? For a cement grouting machine, it's usually the pump packings, hoses, and mixing paddles.
  • What is the manufacturer's recommended maintenance interval?
  • Can you provide a recommended spare parts list with prices for the first year?

A cement grouting machine might seem like a small-ticket item. If I remember correctly, the one we bought was around $14,000—though don't quote me on that exact number; it's been three years. The point is, even small equipment can cause big downtime if you can't get parts.

For crushing and slurry pumping equipment, this is where Metso's product line and dealer structure matters in my files. But the same logic applies to any brand: if the OEM's nearest service center is 12 weeks out for a common part, the lower quote isn't lower. It's delayed risk.

Tools for concrete finishing are a different story. They're relatively simple, and local distributors often cover them. But don't treat a $200 power trowel blade the same as a $20,000 pump. The procurement process has to be proportional.

Checkpoint: Can the vendor promise a first-year spare parts fill rate that keeps your operation running?

6. Confirm automation and control integration early

This is the step most procurement people forget. They buy a blending silo discharge system or a cement grouting machine without asking about controls. Then it arrives with a standalone PLC that no one on site can configure.

Ask whether the equipment supports your existing control protocol. For our crushers, Metso's IC70C automation communicates with the plant PLC, which makes life simpler. But not every piece of equipment is that straightforward. Some turbine controls expect a dedicated DCS interface. Some concrete batching plants use proprietary software that doesn't easily export batch records.

If you have a maintenance team that has to respond to faults at 2 a.m., remote monitoring and alarms matter. At minimum, require:

  • A list of all alarms and interlocks.
  • An electrical schematic in a format your electricians can actually read.
  • A written explanation of any proprietary protocols.
  • A soft spare list, including fuses, relays, sensors, and logic modules.

Checkpoint: Does this equipment work with your site's existing controls, or are you buying a second control system to manage it?

7. Build a claims process into the contract

Even with a great vendor, things go wrong. The question is what happens next. I always ask: "What is your complaint and remedy process in writing?"

Per FTC guidance (ftc.gov), advertising claims must be truthful and not misleading, and environmental claims like "low-emission" or "recyclable" need substantiation. That gives you a starting point for questioning vague claims. But in B2B procurement, the contract is the real authority.

Make sure the contract includes:

  • Delivery dates with remedies for late delivery.
  • Acceptance test criteria.
  • Warranty period, what it covers, and how claims are handled.
  • Dispute resolution process.

We didn't have a formal approval chain for rush orders in our company. It cost us when an unauthorized expedite fee showed up on an invoice. Now every purchase over a certain amount requires sign-off from operations and finance. It's not glamorous, but it works.

Checkpoint: If this equipment fails in month 11 of a 12-month warranty, can you point to the exact clause that covers it?

Notes and common mistakes

Here are a few things I've learned the hard way:

  • Beware of "estimated" lead times. If the date matters, put it in the contract with consequences.
  • Don't buy used generators on photo quality. Load test or don't buy.
  • Ask about installation foundations before delivery. A skid can sit for months if concrete isn't ready—and then you're paying for inventory, not asset uptime.
  • Don't assume a "maintenance-free" component exists. There are only parts you haven't changed yet.

I said earlier that there's no universal best equipment. I'll add this: don't let a salesperson tell you their product is "the best" for everything. If they do, ask them what applications it's not good for. Honest suppliers will give you an answer. The ones who say "it's good for everything" usually mean "I haven't thought about your application that hard."
